The WCI jurisdictions have recommended a design for a broad cap and trade system as part of a comprehensive regional effort to reduce emissions of Global Warming pollution by 2020, achieving the WCI regional goal. The design is also intended to mitigate economic impacts, including impacts on consumers, income and employment. The WCI Partner Jurisdictions have created a program that can stand alone, provide the model, be integrated into or implemented in conjunction with programs that might ultimately emerge from federal governments of the United States or Canada. |
